The second part of the collective monograph is devoted to the organizational, legal, and economic challenges of the functioning of the scientific and publishing ecosystem of Ukraine in the context of harmonization with international standards. The European experience of financing scientific publications in the direction of Diamond Open Access, the impact of artificial intelligence on academic review, modern approaches to publication ethics, and a universal model for calculating the cost of publishing a university journal were analyzed.
A scientifically based methodology for identifying the real financial costs of state universities for supporting editorial offices and integrating journals into DOAJ, Scopus, and Web of Science is proposed, as well as a set of recommendations for legal regulation of the system of evaluating scientific publications in Ukraine.
Addressed to editors of scientific journals, university leaders, representatives of the Ministry of Education and Science of Ukraine, and everyone interested in the development of domestic science in the face of modern challenges.
