This paper presents a comprehensive analysis of the mechanisms for developing regional safety programs for critical transport infrastructure (CTI) facilities. It substantiates the scientific and practical necessity of integrating modern project management tools based on the P2M methodology with advanced environmental monitoring systems. Particular attention is given to the incorporation of environmental parameters into an iterative spiral project life cycle model, enabling continuous monitoring of infrastructure conditions.
An approach to forming project portfolios is proposed based on criteria that maximize asset value while reducing risks through the rational allocation of resources. It is determined that the implementation of a synergistic approach, along with parallel project combinations, not only minimizes the risks of secondary contamination but also significantly enhances the «dynamic resilience» of the transport system to emergencies of technological and anthropogenic origin.
