The study aims to define the role of strategic communications in shaping trust and transparency within public-private partnerships (PPP) as a key factor for attracting international capital to the Ukrainian defense sector. The research employs a qualitative design based on a comprehensive analysis of strategic frameworks, including over 30 bilateral security agreements. It is argued that the key barrier to capital is an institutional "trust deficit" rather than physical military risks. To overcome this, the study conceptualizes a shift from "selling misfortune" to "selling an advantage." The industry’s primary communicative asset is identified as its "battlefield-tested tech" status and the capacity for instant adaptation via the "Combat Feedback Loop." A model of regional message diversification is justified, ranging from "asset rhetoric" for the US to "technological donor" for the EU. The study proposes practical digital diplomacy tools, such as "Virtual Data Rooms" (VDR) to demonstrate combat telemetry and "Combat-Proven Evidence Packages." To mitigate investor fears regarding judicial imperfections, the creation of the "Brave.City" legal enclave based on English common law is proposed. Combined into a unified structural model, these tools convert military risks into a unique competitive advantage for the Ukrainian defense industry in the global market.
