This paper justifies the necessity of creating a specialized information system to manage the reconstruction and recovery of regions in Ukraine affected by military actions. The system aims to identify severely damaged facilities, prioritize restoration work through an interactive map, and engage the public in submitting initiatives. It emphasizes complete transparency in financial resource allocation to prevent corruption and build donor trust. Key stakeholders, functional capabilities, such as crowdfunding, progress tracking, and volunteer registration, and a modern technology stack (Laravel, React.js, MySQL, AWS) are thoroughly analyzed. Ultimately, the proposed platform seeks to enhance decision-making timeliness, improve transport infrastructure recovery, and secure international support.
