Механізми публічного управління у сфері зовнішньоекономічної безпеки України

У дисертаційній роботі здійснено концептуалізацію напрямків удосконалення механізмів публічного управління у сфері зовнішньоекономічної безпеки України в умовах євроінтеграції та зовнішньої агресії РФ.
Наукова новизна одержаних результатів полягає в тому, що в дисертації отримано нові наукові результати, які в сукупності дали змогу розв’язати важливу наукову проблему – обґрунтування теоретико-методологічних засад та практичних пропозицій щодо вдосконалення механізмів публічного управління у сфері зовнішньоекономічної безпеки України, що створює підґрунтя для науково обґрунтованого реактивного та проактивного реагування на загрози зовнішньоекономічній безпеці України в умовах докоріних змін у зовнішньому та внутрішньому безпековому середовищі України зумовлених перебігом подій російсько-української війни та реалізацією євроінтеграційного зовнішньополітичного курсу України.
В дисертаційному дослідженні розроблено періодизацію новітньої історії становлення та розвитку системи економічної безпеки України, а також доведено, що в Україні загалом сформувалася власна модель національної економічної безпеки зі своїми перевагами і недоліками, визначено актуальні виклики та загрози економічній безпеці України в умовах глобальних трансформацій та повномасштабного вторгнення РФ на територію України.
Встановлено, що комплексних досліджень з проблематики удосконалення механізмів публічного управління у сфері
зовнішньоекономічної безпеки сучасної України в умовах євроінтеграції та повномасштабного вторгнення РФ на територію України на сьогодні обмаль.
В дисертаційній роботі побудовано категоріальну модель публічного управління у сфері зовнішньоекономічної безпеки, що структурно містить три рівні. До першого належать поняття і категорії щодо концептуальних засад дисципліни – публічне управління; до другого рівня входять поняття і категорії, що відображають процеси формування механізмів публічного управління у сфері зовнішньоекономічної безпеки; третій рівень охоплює поняття, що відтворюють організацію розробки та реалізації політики забезпечення економічної безпеки, організацію розбудови системи та механізмів публічного управління у сфері зовнішньоекономічної безпеки.
З’ясовано, що для обґрунтування теоретико-методологічних засад публічного управління у сфері зовнішньоекономічної безпеки у вітчизняному науковому дискурсі публічного управління використовують: інституціональну парадигму, структурно-функціональний підхід, конфліктологічну парадигму, мережеву парадигму, системно-діяльнісну парадигму публічного управління, а також технологічну (процесну), нормативно-правову і конструкторську парадигми проєктної діяльності.
Встановлено, що розбудова системи публічного управління у сфері зовнішньоекономічної безпеки національної держави повинна здійснюватися з позицій системного підходу на базі комплементарної моделі національної економічної безпеки.
Доведено, що для України доцільним є використання досвіду США та держав-членів ЄС щодо розробки та реалізації державної політики забезпечення економічної безпеки, яка ґрунтується на розвиненій нормативно-правовій базі, в якій визначено пріоритети економічного розвитку, відповідальність та чітке розмежування компетенції органів державної влади у сфері забезпечення економічної безпеки.
Встановлено, що основними складовими системи публічного управління у сфері зовнішньоекономічної безпеки України є правовий, інституційний,
організаційний, фінансовий, інформаційно-аналітичний, науково-методологічний механізми, механізм кадрового забезпечення, механізм партнерства і співробітництва із міжнародними та регіональними організаціями з питань зовнішньоекономічної безпеки, механізм державного реагування на загрози зовнішньоекономічній безпеці, механізми публічного управління у сфері зовнішньоекономічної безпеки.
Визначено завдання механізмів публічного управління у сфері зовнішньоекономічної безпеки України, а саме: створення сприятливих зовнішньоекономічних умов для реалізації національних інтересів; визначення пріоритетних національних інтересів у зовнішньоекономічній сфері та комплексу політико-дипломатичних та інших невоєнних засобів і способів забезпечення зовнішньоекономічної безпеки; організація стратегічного управління у сфері зовнішньоекономічної безпеки; розробка й прийняття законодавчих документів з питань зовнішньоекономічної безпеки; забезпечення інформаційного супроводження зовнішньої політики та політики забезпечення зовнішньоекономічної безпеки.
Доведено, що внаслідок повномасштабного вторгнення РФ на територію України економічна сфера зазнала значних втрат. Нинішня ситуація вимагає від Уряду вжиття відповідного комплексу антикризових заходів спрямованих на подолання масштабної соціально-економічної кризи. Доведено, що за таких умов, що склалися Балто-Чорноморський союз може стати дієвим механізмом забезпечення зовнішньоекономічної безпеки України.
Встановлено, що на даний час актуальними проблемами публічного управління у сфері зовнішньоекономічної безпеки України в сучасних умовах є:
проблема невідповідності обсягу та характеру повноважень органів публічної влади, що опікуються питаннями забезпечення зовнішньоекономічної безпеки вимогам, що висуваються до суб’єктів забезпечення національної безпеки в контексті завдань євроінтеграції України, а також з боку динамічного безпекового середовища, а саме вимог щодо
своєчасного виявлення загроз національній безпеці й адекватного реагування на них;
проблема інституційної неспроможності органів публічної влади, що опікуються питаннями забезпечення зовнішньоекономічної безпеки;
проблема інституційних розривів в діяльності органів публічної влади, що опікуються питаннями забезпечення зовнішньоекономічної безпеки.
Удосконалення системи публічного управління у сфері зовнішньоекономічної безпеки України в умовах євроінтеграції та динамічного безпекового середовища, а також в умовах повномасштабного вторгнення РФ на територію України може мати наступні пропозиції:
1 група пропозицій – пов’язана з удосконаленням механізмів публічного управління у сфері зовнішньоекономічної безпеки, що мають надати мережевий характер згаданої системи публічного управління:
1) Удосконалення інститутів, що функціонують на різних рівнях інституціонального середовища публічного управління у сфері зовнішньоекономічної безпеки України:
на міжнародно- та національно-правовому рівнях – в аспекті подолання інституційних розривів: між інститутами міжнародної економічної безпеки, регіональної економічної безпеки євроатлантичної та європейської спільноти, з одного боку, та інститутами національної економічної безпеки України і права в галузі зовнішньоекономічної безпеки та політики її забезпечення – з іншого; між базовими соціальними інститутами, які визначають зміни в інституціональному середовищі публічного управління у сфері зовнішньоекономічної безпеки України, а також між різнорівневими та суміжними інститутами зовнішнього й внутрішнього інституціонального середовища зовнішньоекономічної безпеки;
на національно-правовому рівні – в аспекті реалізації принципу збігу загального стану соціальних інститутів та зовнішнього і внутрішнього середовища, а саме: зовнішнього інституціонального середовища публічного управління у сфері зовнішньоекономічної безпеки України зі складністю сучасного зовнішньоекономічного безпекового середовища; внутрішнього інституціонального середовища публічного управління у сфері зовнішньоекономічної безпеки України зі складністю інститутів зовнішнього інституціонального середовища згаданого управління; інститутів публічного управління у сфері зовнішньоекономічної безпеки зі складністю інститутів внутрішнього інституціонального середовища публічного управління у цій специфічній сфері.
Для цього пропонується впровадити у практику публічного управління національною безпекою України концептуальну модель формування механізмів публічного управління у сфері зовнішньоекономічної безпеки, а також інтегровану модель формування інституціональної матриці публічного управління у сфері зовнішньоекономічної безпеки.
2) Удосконалення інститутів, що функціонують на об’єктно-правовому рівні інституціонального середовища публічного управління у сфері зовнішньоекономічної безпеки в аспекті правового визначення окремих видів національної економічної безпеки.
3) Удосконалення системи діяльності центральних органів виконавчої влади, що опікуються питаннями забезпечення зовнішньоекономічної безпеки за напрямами: підвищення рівня функціональної впорядкованості; надання системного характеру здійснення реформ сектору економічної безпеки; підвищення рівня ефективності стратегічного прогнозування та планування у сфері національної економічної безпеки; підвищення рівня прозорості й відкритості намірів, відповідальності державної влади у сфері забезпечення зовнішньоекономічної безпеки.
4) Удосконалення системи діяльності органів виконавчої влади на галузевому рівні, що опікуються питаннями забезпечення зовнішньоекономічної безпеки за напрямами імпортної, експортної безпеки, забезпечення інноваційно-інвестиційного розвитку держави; державного реагування на загрози національній економічній безпеці; інформаційно-аналітичного забезпечення політики економічної безпеки.
5) Удосконалення самоорганізаційної складової інституціонального середовища публічного управління у сфері зовнішньоекономічної безпеки України шляхом впровадження концепції вирощування інститутів у вітчизняній практиці публічного управління у сфері зовнішньоекономічної безпеки.
6) Удосконалення соціально-культурної складової інституціонального середовища публічного управління у сфері зовнішньоекономічної безпеки України за напрямами формування нової культури національної економічної безпеки та нової організаційної культури в публічному управлінні у сфері зовнішньоекономічної безпеки.
7) Удосконалення когнітивної складової інституціонального середовища публічного управління у сфері зовнішньоекономічної безпеки за напрямами подальшого розвитку загальної теорії і методології публічного управління у різних сферах суспільного життя, й зокрема розвиток спеціальних наукових теорій публічного управління національною економічною безпекою і зовнішньоекономічною безпекою; удосконалення системи підготовки фахівців-управлінців в інтересах забезпечення зовнішньоекономічної безпеки.
8) Удосконалення соціально-технологічної складової інституціонального середовища публічного управління у сфері зовнішньоекономічної безпеки за напрямами: розбудова дієвої мережевої інформаційної інфраструктури в системі публічного управління у сфері зовнішньоекономічної безпеки, а також забезпечення кібербезпеки згаданої системи.
9) Політико-правове та операційно-діяльнісне конструювання механізму залучення інститутів міжнародної та регіональної економічної безпеки до конструктивної взаємодії з Українською державою з питань її зовнішньоекономічної безпеки.
10) Розроблення та впровадження в практику публічного управління у сфері зовнішньоекономічної безпеки категорійної моделі публічного управління національною безпекою.
2 група пропозицій – пов’язана із удосконаленням інституціонального середовища публічного управління у сфері зовнішньоекономічної безпеки України. Для цього доцільно: впровадити у публічно-управлінську практику концептуальну модель формування системи публічного управління у сфері зовнішньоекономічної безпеки, інтегровану модель формування інституціональної матриці публічного управління у сфері зовнішньоекономічної безпеки, а також три структурні моделі: інституціональної матриці формування системи публічного управління у сфері зовнішньоекономічної безпеки; інституту інституційної взаємодії міжнародних патнерів, держави, бізнесу та громадськості; інституту організаційної взаємодії суб’єктів забезпечення зовнішньоекономічної безпеки.
3 група пропозицій – пов’язана із формуванням цілісності системи публічного управління у сфері зовнішньоекономічної безпеки України. Для цього нами розроблено та запропоновано ввести в публічно-управлінську практику забезпечення зовнішньоекономічної безпеки України:
функціональну, інформаційну, морфологічну моделі ПУЗЕБ;
організаційно-логічну схему розробки цільової програми розвитку системи діяльності органів публічного управління у сфері забезпечення зовнішньоекономічної безпеки.
4 група пропозицій – створення Балто-Чорноморського союзу, що матиме позитивний вплив на позиціонування нашої країни у світі, чітке визначення її стратегічних інтересів та пріоритетів у взаємодії з найближчими сусідами, забезпечення національної безпеки та зовнішньоекономічної у тому числі.
5 група пропозицій – пов’язані із удосконаленням механізму інформаційно-аналітичного забезпечення діяльності органів публічної влади у сфері зовнішньоекономічної безпеки. Для цього нами розроблено та запропоновано ввести в публічно-управлінську практику забезпечення зовнішньоекономічної безпеки України атлас загроз зовнішньоекономічній безпеці, який дозволить:
своєчасно виявляти виклики, потенційні і реальні загрози зовнішньоекономічній безпеці та швидко адаптувати систему забезпечення зовнішньоекономічної системи до нових вимог динамічного безпекового середовища;
надавати релевантну інформацію органам публічної влади для розробки управлінських рішень у сфері забезпечення зовнішньоекономічної безпеки.
Освоєння запропонованого атласу загроз зовнішньоекономічній безпеці дозволить органам влади здійснювати заходи проактивного та реактивного реагування на виявлені загрози економічного характеру.
6 група пропозицій – пов’язані із удосконаленням системи підготовки фахівців-управлінців у сфері зовнішньоекономічної безпеки України, що сприятиме: створенню в України стійкого та незалежного розвитку країни, як цілісної структури господарювання, її природнього економічного росту; забезпеченню регулювання розвитку зовнішньо-торгівельних відносин; підтримці економічних інтересів саме України; розвитку в подальшому експортного потенціалу за допомогою власного виробництва, надаючи підтримку вітчизняним виробникам за допомогою проведення м’якої політики протекціонізму; підтримці інтересів вітчизняних експортерів на зовнішніх ринках для збереженням своїх позицій на світовому ринку.

At the dissertation research, a public management conceptualization of directions for improving public administration and governance mechanisms in the field of foreign economic security of Ukraine in the conditions of European integration and external aggression of the Russia was carried out.
The scientific novelty of the obtained results lies in the fact that the dissertation received new scientific results of the study of domestic and foreign experience in the formation of public administration and governments mechanisms in the field of foreign economic security in the context of the internationalization of the economy, which together make it possible to solve an important scientific problem in the field of public management in relation to theoretical -methodological aspects, the development of scientific and practical recommendations for increasing the efficiency of public management mechanisms in the field of foreign economic security of Ukraine in the conditions of European integration and of the Russian-Ukrainian war, in the context of fundamental changes in the external and internal security environment of Ukraine.
The dissertation research developed a periodization of the recent history of the formation and development of the economic security system of Ukraine, and also proved that in general Ukraine has formed its own model of national economic security with its advantages and disadvantages, identified current challenges and threats to the economic security of Ukraine in the conditions of global transformations and Russian-Ukrainian war.
It has been established that there are currently few comprehensive studies on the issue of improving public administration in the field of foreign economic security of modern Ukraine in the conditions of European integration and the Russian-Ukrainian war.
At the dissertation was built a categorical model of public administration in the field of foreign economic security, which structurally contains three levels. The first includes concepts and categories related to the conceptual foundations of the discipline - public administration; the second level includes concepts and categories that reflect the processes of formation of public administration mechanisms in the field of foreign economic security; the third level covers concepts that reproduce the organization of the development and implementation of economic security policies, the organization of the development of the system and mechanisms of public administation in the field of foreign economic security.
It has been found out that in order to substantiate the theoretical and methodological foundations of public administration in the field of foreign economic security, in the domestic scientific discourse of public administration, the following are used: institutional paradigm, structural-functional approach, conflict paradigm, network paradigm, system-activity paradigm of public administration, as well as technological (procedural), regulatory and design paradigms of project activity.
It was found that the development of the public management system in the field of foreign economic security of the national state should be carried out from the standpoint of a systemic approach based on a complementary model of national economic security.
It has been proven that it is expedient for Ukraine to use the experience of the USA and EU member states regarding the development and implementation of the state policy of ensuring economic security, which is based on a developed regulatory and legal framework, in which the priorities of economic development, responsibility and clear demarcation of the competence of state authorities in in the field of ensuring economic security.
It was established that the main components of the system of public administration in the field of foreign economic security of Ukraine are legal, institutional, organizational, financial, informational-analytical, scientific- methodological mechanisms, the mechanism of personnel support, the mechanism of partnership and cooperation with international and regional organizations on matters of foreign economic security, the mechanism state response to threats to foreign economic security, mechanisms of public management in the field of foreign economic security.
The tasks of public administration mechanisms in the field of foreign economic security of Ukraine are defined, namely: creation of favorable foreign economic conditions for realization of national interests; determination of priority national interests in the foreign economic field and a complex of political-diplomatic and other non-military means and methods of ensuring foreign economic security; organization of strategic management in the field of foreign economic security; development and adoption of legislative documents on issues of foreign economic security; provision of information support for foreign policy and the policy of ensuring foreign economic security.
It has been proven that as a result of the full-scale invasion of the Russia on the territory of Ukraine, the economic sphere suffered significant losses. The current situation requires the Government to take an appropriate set of anti-crisis measures aimed at overcoming the large-scale socio-economic crisis. It has been proven that under such existing conditions, the Baltic-Black Sea Union can become an effective mechanism for ensuring Ukraine's foreign economic security.
It has been established that the current public administration problems in the field of foreign economic security of Ukraine in modern conditions are:
the problem of the inconsistency of the scope and nature of the powers of public authorities dealing with issues of ensuring foreign economic security with the requirements placed on the subjects of ensuring national security in the context of the tasks of European integration of Ukraine, as well as from the dynamic security environment, namely the requirements for the timely detection of threats to national security and adequate response to them;
the problem of institutional failure of public authorities that take care of issues of ensuring foreign economic security; the problem of institutional gaps in the activities of public authorities that take care of issues of ensuring foreign economic security.
Improvement of the public administration system in the field of foreign economic security of Ukraine in the conditions of European integration and dynamic security environment, as well as in the conditions of the Russian-Ukrainian war, may have the following proposals:
The 1st group of proposals is related to the improvement of public administration mechanisms in the field of foreign economic security, which should give the mentioned public management system a network character:
1) Improvement of institutions operating at different levels of the institutional environment of public administration in the field of foreign economic security of Ukraine:
at the international and national legal levels - in the aspect of overcoming institutional gaps: between the institutions of international economic security, regional economic security of the Euro-Atlantic and European Community, on the one hand, and the institutions of national economic security of Ukraine and law in the field of foreign economic security and policy of its provision - on the other; between basic social institutions that determine changes in the institutional environment of public administration in the field of foreign economic security of Ukraine, as well as between different levels and adjacent institutions of the external and internal institutional environment of foreign economic security;
at the national-legal level - in the aspect of implementing the principle of the coincidence of the general state of social institutions and the external and internal environment, namely: the external institutional environment of public administration in the field of foreign economic security of Ukraine with the complexity of the modern foreign economic security environment; the internal institutional environment of public administration in the field of foreign economic security of Ukraine with the complexity of the institutions of the external institutional environment of the said administration; institutions of public administration in the field of foreign economic security with the complexity of institutions of the internal institutional environment of public administration in this specific area.
For this purpose, it is proposed to introduce into the practice of public administration of national security of Ukraine a conceptual model of the formation of public management mechanisms in the field of foreign economic security, as well as an integrated model of the formation of an institutional matrix of public administration in the field of foreign economic security.
2) Improvement of institutions functioning at the object-legal level of the institutional environment of public administration in the field of foreign economic security in the aspect of legal definition of certain types of national economic security.
3) Improvement of the system of activity of the central executive bodies that take care of issues of ensuring foreign economic security in the following areas: increasing the level of functional orderliness; providing a systemic nature of reforms in the economic security sector; increasing the level of effectiveness of strategic forecasting and planning in the field of national economic security; increasing the level of transparency and openness of intentions, responsibility of the state authorities in the field of ensuring foreign economic security.
4) Improvement of the system of activities of executive authorities at the branch level, which take care of issues of ensuring foreign economic security in the areas of import and export security, ensuring innovation and investment development of the state; state response to threats to national economic security; information and analytical provision of economic security policy.
5) Improvement of the self-organizing component of the institutional environment of public administration in the field of foreign economic security of Ukraine by implementing the concept of growing institutions in the domestic practice of public administration in the sphere of foreign economic security.
6) Improvement of the socio-cultural component of the institutional environment of public administration in the field of foreign economic security of Ukraine in the direction of forming a new culture of national economic security and a new organizational culture in public administration in the field of foreign economic security.
7) Improvement of the cognitive component of the institutional environment of public administration in the field of foreign economic security in the direction of further development of the general theory and methodology of public administration in various spheres of public life, and in particular the development of special scientific theories of public administration of national economic security and foreign economic security; improvement of the system of training of managerial specialists at the interest of ensuring foreign economic security.
8) Improvement of the socio-technological component of the institutional environment of public administration in the field of foreign economic security in the following directions: development of an effective network information infrastructure in the system of public administration in the field of foreign economic security, as well as ensuring the cyber security of the mentioned system.
9) Political-legal and operational-activity construction of the mechanism of involvement of institutions of international and regional economic security in constructive interaction with the Ukrainian state on issues of its foreign economic security.
10) Development and implementation in the practice of public management in the field of foreign economic security of the categorical model of public administration of national security.
The 2nd group of proposals is related to the improvement of the institutional environment of public administration in the field of foreign economic security of Ukraine. For this purpose, it is advisable to: introduce into public administration practice a conceptual model of the formation of the public management system in the field of foreign economic security, an integrated model of the formation of the institutional matrix of public administration in the field of foreign economic security, as well as three structural models: the institutional matrix of the formation of the public administration system in the field of foreign economic security; the institute of institutional interaction of international partners, the state, business and the public; institute of organizational interaction of subjects of ensuring foreign economic Sscurity.
The 3rd group of proposals is related to the formation of the integrity of the public administration system in the field of foreign economic security of Ukraine. To this end, we have developed and proposed to introduce into the public administration practice of ensuring Ukraine's foreign economic security:
functional, informational, morphological model of the public administration system in the field of foreign economic security;
an organizational and logical scheme for the development of a target program for the development of the system of activities of public administration bodies in the field of ensuring foreign economic security.
The 4th group of proposals is the creation of the Baltic-Black Sea Union, which will have a positive impact on the positioning of our country in the world, a clear definition of its strategic interests and priorities in interaction with the nearest neighbors, ensuring national security and foreign economic security.
The 5th group of proposals is related to the improvement of the mechanism of information and analytical support for the activities of public authorities in the field of foreign economic security. For this purpose, we have developed and proposed to introduce into the public administration practice of ensuring foreign economic security of Ukraine an atlas of threats to foreign economic security, which will allow:
timely identify challenges, potential and real threats to foreign economic security and quickly adapt the system of ensuring the foreign economic system to the new requirements of the dynamic security environment;
to provide relevant information to public authorities for the development of management decisions in the field of ensuring foreign economic security.
Mastering the proposed atlas of threats to foreign economic security will allow the authorities to implement measures of proactive and reactive response to identified threats of an economic nature.
The 6th group of proposals is related to the improvement of the system of training specialists-managers in the field of foreign economic security of Ukraine, which will contribute to: the creation in Ukraine of sustainable and independent development of the country as a complete economic structure, its natural economic growth; ensuring regulation of the development of foreign trade relations; supporting the economic interests of Ukraine in particular; further development of the export potential with the help of own production, providing support to domestic manufacturers through the implementation of a soft policy of protectionism; supporting the interests of domestic exporters in foreign markets in order to maintain their positions in the world market.
