Сучасні погляди на концептуальні засади дослідження безпеки соціальних систем

The ambiguity of the consequences of the globalization processes and the changes associated with them increase the intensity of their negative impact on the social systems security, which determined the subject of the study – the conceptual foundations of the security of these systems and its methodological basis: the use of interdisciplinary and systemic approaches, as well as bibliographic, content analysis, structural-functional, systemic, abstract-logical methods. The purpose of the research is to understand modern views on the conceptual foundations of the social systems security. The scientific novelty of the obtained results consists in performing a systematic analysis of the conceptual principles of security of social systems and substantiating basic approaches to the formation of mechanisms for ensuring their security. It is proved that the danger for the social system is the denial of the natural certainty of its existence, which makes it necessary to consider the «danger» and «security» concepts as scientific categories that reflect the universal properties and patterns of development of these systems. It is established that the clarification of the nature essence of the social systems security and the mechanisms of its provision should be carried out in the context of the unity of the ontological, epistemological, political, legal, value and ethical aspects of their life, which significantly complicates the study of problems of system security and the search for solutions for its provision. It is shown that the content and form of the phenomena that are denoted by the concept of «security» accumulate the consequences of the activity of social systems, and the causes and dynamics of this phenomenon can be revealed by categories: quality, quantity and structure. It is established that the results of the analysis of the external conditions of the system, the factors that determine the interrelationships of its elements, and the evaluation of the sensory and emotional perception of danger by a person are the characteristics of the system, therefore the social context of the security dimension is important, as the possibility of the system’s reaction to factors that can generate an imbalance in interaction of its elements. It is shown that the desired level of system security determines the purpose of its functioning and development, and the achieved level depends on its ability to respond to dangers, in particular, to accumulated values. The basic approaches for revealing the essence of the nature of security are substantiated: conceptual, axiological and political-management and their methodological basis, respectively: ontological and epistemological aspects of the nature of security; achievements of the science of values; current ideas about the content and relationship of social constructs: national interests, liberalism, democracy, etc. It is proven that the formation of a mechanism for ensuring the safety of the social system necessitates the complex application of these approaches and that its purpose is to generate changes and regulate processes in various areas of the system’s life, taking into account motivational, normative-value and other factors that determine the interaction of its elements.

Неоднозначність наслідків процесів глобалізації та пов’язані з ними зміни підвищують інтенсивність їх негативного впливу на безпеку соціальних систем, що зумовило предмет дослідження – концептуальні засади безпеки цих систем та його методологічну основу: використання міждисциплінарного та системного підходів, а також бібліографічного, контентаналізу, структурно-функціонального, системного, абстрактно-логічного методів. Мета дослідження – осмислення сучасних поглядів на концептуальні засади безпеки соціальних систем. Наукова новизна отриманих результатів полягає у виконанні системного аналізу концептуальних засад безпеки соціальних систем та обґрунтуванні базових підходів до формування механізмів забезпечення їх безпеки. Доведено, що небезпекою для соціальної системи є заперечення природної визначеності її буття, що зумовлює необхідність розгляду концептів «небезпека» та «безпека» як наукових категорій, які відображають універсальні властивості та закономірності розвитку цих систем. Установлено, що з’ясування сутності природи безпеки соціальних систем та механізмів її забезпечення має здійснюватися в контексті єдності онтологічного, гносеологічного, політологічного, правового, ціннісного та етичного аспектів їх життєдіяльності, що суттєво ускладнює дослідження проблем безпеки систем та пошук рішень щодо її забезпечення. Показано, що зміст і форма явищ, які позначають концептом «безпека», акумулюють наслідки діяльності соціальних систем, а причини та динаміка цього явища можуть бути розкриті категоріями: якість, кількість та структура. Встановлено, що результати аналізу зовнішніх умов буття системи, чинників, які визначають взаємовідносини її елементів та оцінки чуттєво-емоційного сприйняття людиною небезпек є характеристиками буття системи, тому важливим є соціальний контекст виміру безпеки, як можливість реакції системи на чинники, які здатні породжувати дисбаланс у взаємодії її елементів. Показано, що бажаний рівень безпеки системи визначає мету її функціонування та розвитку, а досягнутий рівень залежить від її спроможності реагувати на небезпеки, зокрема накопиченим цінностям. Обґрунтовано базові підходи для розкриття сутності природи безпеки: концептуальний, аксіологічний і політико-управлінський та їх методологічну основу, відповідно: онтологічні та гносеологічні аспекти природи безпеки; здобутки науки про цінності; поточні уявлення про зміст та взаємозв’язок соціальних конструктів: національні інтереси, лібералізм, демократія тощо. Доведено, що формування механізму забезпечення безпеки соціальної системи зумовлює необхідність комплексного застосування цих підходів та що його метою є генерування змін і регулювання процесів у різних сферах життєдіяльності системи з урахуванням мотиваційних, нормативно-ціннісних та інших чинників, які зумовлюють взаємодію її елементів.
