Трансформація моделі фінансування закладів вищої освіти в Україні

У дисертації досліджено теоретичні засади та практику фінансування закладів вищої освіти (ЗВО), здійснено оцінювання чинної моделі фінансування ЗВО в Україні та розроблено практичні підходи щодо її трансформації у контексті кращих міжнародних практик та євроінтеграційних процесів в Україні.
У дослідженні узагальнено наукові підходи щодо інституційного призначення вищої освіти у забезпеченні соціально-економічного розвитку держави через прояви та акумулювання індивідуальних та суспільних вигод, активізації інноваційної діяльності, підвищення продуктивності праці, розвитку людського капіталу та збільшення податкових надходжень до державного бюджету.
Розкрито сутнісні характеристики процесу і моделей фінансування ЗВО на макро та мікроекономічному рівнях. На макроекономічному рівні модель фінансування ЗВО охоплює процеси конкурентного розподілу бюджетних асигнувань на вищу освіту на основі законодавчо встановлених процедур та показників діяльності для забезпечення ефективності і прозорості фінансування вищої освіти, а також досягнення якості вищої освіти та фінансової автономії ЗВО.

The dissertation examines theoretical foundations and practice of funding higher education institutions (HEIs), evaluates a current funding model of HEIs in Ukraine, and develops practical approaches to its transformation in the context of best international practices and European integration processes in Ukraine.
The study summarizes scientific approaches to the institutional purpose of higher education in ensuring the socio-economic development of the state through the manifestation and accumulation of individual and public benefits, intensification of innovation, increase in labor productivity, human capital development and increase in tax revenues to the public budget.
The essential characteristics of the funding process and funding models of HEIs at the macro and microeconomic levels are revealed. At the macroeconomic level, the funding model of HEIs covers the processes of competitive allocation of budgetary funds for higher education based on legally established procedures and performance indicators to ensure the efficiency and transparency of higher education funding, as well as to achieve the quality of higher education and financial autonomy of HEIs. At the microeconomic level, the funding model for an individual HEI is considered through the diversification of financial revenue streams and the possibility of their use in the context of balancing the interests of all stakeholders, namely: HEIs, the state, households, and businesses.
