Механізми формування територіальних громад України (на прикладі Охтирської територіальної громади)

В роботі висвітлюються механізми формування територіальних громад та перспективи їх розвиту в сучасних реаліях.
Акцентовано увагу на тому, що існує багато різних підходів до роз’яснення категорії «територіальна громада». Одне з них, територіальна громада – це жителі одного чи кількох населених пунктів, які добровільно утворили територіальну громаду для вирішення питань місцевого значення.
Визначено функції територіальної громади, зокрема: нормативну; бюджетно-фінансову; планування, програмування розвитку адміністративно-територіальної одиниці початкового рівня; управління ресурсним потенціалом; розвиток місцевої інфраструктури; управління комунальним майном, яке належить територіальним громадам; управління мережею закладів соціальної сфери; інвестиції; інформування.
Розглянуто власні та делеговані повноваження об’єднаних територіальних громад. Доведено, що фаховий розподіл повноважень є одним із основних принципів децентралізації. Встановлено зміст поняття «спроможна територіальна громада».
За результатами дослідження особливостей збереження життєдіяльності територіальних громад в умовах сучасних викликів (воєнного стану в Україні) та зниження економічного розвитку територій визначено принципи їх функціонування.

The work highlights the mechanisms of formation of territorial communities and the prospects of their development in modern realities.
My work examines the concepts of "territorial community", "capable territorial community" and "formation of a capable territorial community".
Attention is focused on the fact that there are many different approaches to clarifying the category "territorial community". One of them, the territorial community, is the residents of one or more settlements who voluntarily formed a territorial community to resolve issues of local importance.
The functions of the territorial community are defined, in particular: normative; budgetary and financial; planning, programming of the development of the administrative-territorial unit of the initial level; resource potential management; development of local infrastructure; management of communal property belonging to territorial communities; management of a network of social institutions; investments informing.
Based on the results of the study of the peculiarities of preserving the vital activity of territorial communities in the conditions of modern challenges (wartime in Ukraine) and the decline in the economic development of the territories, the principles of their functioning have been determined. They are basic for the development of communities in today's realities.
