Educational innovative technologies in the development of public administration decisions

Abstract :
The dissertation is a comprehensive study that substantiates the theoretical and methodological foundations for the development of public administration decisions based on educational innovative technologies.
The dissertation conducts a scientific study of the concept and classification of public-management decisions, systematises the main models, methods and mechanisms for making public-management decisions. Particular attention is paid to the process of forming skills in public administration decision-making among civil servants with the help of modern innovative technologies. One of the main innovative educational technologies is the use of big data and analytics. In public administration, this includes the collection and analysis of large amounts of data to make more informed decisions, artificial intelligence (AI), which allows automating decision- making processes and increasing their accuracy. Coaching technologies are also used, which are implemented through the following tools (GROW model, Big/Small Rocks tool, reframing, MBTI tool or Myers-Briggs Type Indicator, SMART goals, 360° report, DISC, assertive communication, etc.)
The work focuses on the theoretical and practical use of innovative educational technologies in the development of public administration decisions. The practical part of the dissertation research is focused on improving the process of making public- management decisions based on the use of such modern innovative educational technologies as coaching. The essence, standards, mechanisms for using coaching tools as an innovative educational technology in the development of public-management decisions are determined, their principles and ethics of using tools are clarified. A comparative analysis of the development of professional education of civil servants in Ukraine from the establishment of independence to the present day is carried out. The international experience of professional education and professionalisation of civil servants (Great Britain, France, Germany, Switzerland, the Netherlands) is also studied. The key professional competences of public managers, such as analytical ability and communication skills for making responsible decisions in a dynamic public and political environment, are identified.
The dissertation is aimed at identifying ways to improve the professional education of public servants as a result of ensuring the effectiveness of public administration decision-making. For the first time, recommendations for the implementation of modern educational coaching technology in the process of developing public administration decisions have been developed, including: development of a training programme in accordance with the International Coaching Certification Standards (International Coaching Federation - ICF); principles (principle of awareness and responsibility, lack of influence of expert position, gradual development, hierarchical development, monitoring, equality, principle of resistance to change, belief in human capabilities, lack of ready-made answers) and ethics of using innovative educational technologies. The use of innovative educational technologies on the basis of integration with European educational standards as a component of the Strategy for the development of the system of professional training of civil servants, heads of local state administrations, their first deputies and deputies, and local self- government officials is theoretically substantiated.
The thesis improves the theoretical and methodological basis for further scientific research of such aspects as educational innovative technologies, leadership, essence, standards, principles, ethics of using coaching tools in the development of public administration decisions. The main key aspects of the research include public administration, mechanisms for making management decisions, innovative tools and approaches. The work focuses on the professionalisation of public servants, their competence and educational development. Additionally, the paper analyses the risks of making public management decisions in the public sphere in comparison with the business sector.
The theoretical foundations of the study of the effectiveness of practical cases of application of innovative educational technologies in the process of training civil servants; theoretical and methodological foundations for the implementation of foreign experience of the UK, France, Germany, Switzerland, the Netherlands in the use of innovative educational technologies in the development of public administration decisions; identification of the peculiarities of professionalisation and professional education of civil servants during the period of Ukraine's independence have been further developed.
The importance and potential of implementing innovative educational technologies in the process of training future public managers are revealed. The study focuses on the analysis of the effectiveness of various innovative methods, and considers in detail how such tools can contribute to the development of critical thinking, creativity, the ability to analyse and adapt to the changing conditions of the modern management environment.
The key criteria for the effectiveness of innovative educational technologies are identified and recommendations for their further implementation in educational programmes are proposed: technologies should be easily accessible to all users, regardless of their location or technical skills; flexibility and adaptability; interactivity and involvement of participants; enhance the educational outcomes of students; promote the development of critical thinking skills, encourage users to analyse, reflect and search for knowledge on their own; the ability to scale or adapt.
In conducting the study, the author used general scientific, philosophical and special methods of cognition of socio-political phenomena, in particular, general methods of analysis and synthesis, comparison, abstraction, systemic and situational, interdisciplinary, human-centred, societal-centred and state-centred approaches. A database of research on the subject by Ukrainian and foreign scholars was used.
The dissertation presents practical proposals for improving the process of making public administration decisions based on the use of coaching tools through international experience and outlines ways to improve the professional education of public servants. The dissertation contributes to the development of the theory and practice of public administration by demonstrating how innovative educational technologies can be effectively used to train a new generation of public managers who are able to competently respond to the challenges and needs of society. The results of the study are aimed at improving the quality of the educational process, improving the competence-based approach in public administration and forming the basis for further research in this area.
