Парламентський контроль за діяльністю Кабінету Міністрів України: організаційно-правові засади

У дисертації викладено пропозиції та рекомендації щодо вдосконалення парламентського контролю за діяльністю КМУ в умовах євроінтеграції, воєнного стану та сталого розвитку у повоєнні часи. Визначено принципи, цілі, функції та основні завдання парламенту в сфері контролю над діяльністю КМУ.
Розроблено структурно-функціональну модель здійснення в Україні парламентського контролю за діяльністю КМУ, що передбачає інтеграцію змістових, структурних і технологічних компонентів такого контролю та дає змогу сформувати функціональне забезпечення та напрями здійснення парламентського контролю за діяльністю КМУ.
Розроблено модель удосконалення технологій здійснення парламентського контролю, що ґрунтується на двох базових концепціях трансформацій – концепції електронного парламенту, концепції прозорого законодавчого процесу та взаємодії з громадськістю. Зазначені концепції мають корелювати між собою та діяти у взаємозв’язку задля отримання позитивного результату. Інструментами реалізації основних положень цих концепцій на практиці відповідно до структури моделі мають стати IT-інструменти та технології ІКТ.

The thesis contains proposals and recommendations for improving parliamentary control over the activities of the Cabinet of ministers of Ukraine in the context of European integration, martial law and sustainable development in the post war period. The principles, goals, functions and main tasks of the parliament in the field of control over the activities of the Cabinet of ministers of Ukraine are defined.
The paper has developed a structural and functional model for the implementation of parliamentary control over the activities of the Cabinet of Ministers of Ukraine in Ukraine, which provides for the integration of content, structural and technological components of such control and allows us to form functional support and directions for the implementation of parliamentary control over the activities of the Cabinet of Ministers of Ukraine.
Based on the research results, a model for improving parliamentary control technologies has been developed, which is based on two basic concepts of transformation – the concept of an electronic parliament and the concept of a transparent legislative process and interaction with the public. It is important to note that these concepts must correlate with each other and act in a relationship in order to get a good result. IT tools and ICT technologies should become tools for implementing the main provisions of these concepts in practice in accordance with the model structure.
