The work is devoted to the topical issue of public administration reform and its provision in terms of the evolution of parliamentarism in modern Ukraine with a mixed form of government (presidential- parliamentary and parliamentary-presidential) with the application of the best world practices of the parliaments of developed democracies such as: Canada, Great Britain, Italy, USA, Germany, France. The subject of scientific research is the evolution of parliamentarism in Ukraine. The methodology of scientific research is a general scientific materialist-dialectical method. Historical-legal, political, political, comparative-legal, structural-functional, formal-logical, sociological, statistical and a number of other general scientific and special scientific methods were also used in the research process. The purpose of the scientific research is to study and test the best international and Ukrainian work practices and powers of the parliaments of the world and the Verkhovna Rada of Ukraine under various forms of state government for the formation of an effective system of state power, where the highest legislative body of power in Ukraine should play a leading role. Research conclusion. In order to prevent political conflicts and crises, as well as for effective institutional interaction between the President of Ukraine, the Cabinet of Ministers of Ukraine and the Verkhovna Rada of Ukraine, a number of amendments to the Constitution of Ukraine, the laws of Ukraine must be adopted and all powers in the sphere of the executive branch must be clearly distributed.
