The chapter is dedicated to the modern methodological paradigm of territorial development management in the period of global social transformations. The subject of the study is the methodological principles of ensuring the effectiveness of managing the development of territories in the conditions of global transformations. The methodology of this study is based on the basic principles of systems theory, the paradigm of complementarity, and a set of classical methods applied to research in the field of public management and administration: methods of dialectics, which make it possible to reveal the dynamics of processes taking place in territorial management; systemic analysis, with the help of which we constantly consider phenomena in the aggregate of socio-economic relations; functional analysis - to clarify the deep patterns of the functioning of the set of powers; historical – for the systematization of cyclical approaches to optimizing the functioning of the system of public administration bodies; logic - for the purpose of substantiating the conceptual and categorical apparatus regarding the expansion of approaches to strategic planning of territorial development; comparative analysis - for the formation of complementary management systems at the local level, etc. The purpose of this study is to develop a comprehensive methodological complex capable of increasing the effectiveness of management of the development of territories in the conditions of global transformations. Conclusion: as a result of the conducted research, the expediency of using the proposed complex of methodological approaches, which includes, in particular, the paradigms of complementarity and complex exogenous cyclicity, for the development of approaches to optimizing the activities of individual local self-government bodies, as well as the transformation of the integral system of territorial management in Ukraine, is substantiated. The prospects of further scientific developments are related to the definition of the cognitive resource of the temporal paradigm of complementarity to ensure the processes of restoration of the territories of Ukraine in the postwar period.
