The purpose of the chapter is to study the theoretical and conceptual foundations of ensuring national resilience as important base for public administration in the conditions of the transformation of the world order. The theoretical and institutional foundations of building national resilience in Ukraine, as well as in the countries of Western Europe, are considered to develop practical recommendations for embedding stability in national security policy. Methodology of the study is based on general research methods of analysis and synthesis, induction and deduction, observation, and abstraction, which are used to systematize achievements in public administration, political and security studies as well. The research used an interdisciplinary approach and the principle of pluralism, which allows the use of humanities methods for a comprehensive explanation of public administration processes from the security policy perspective.
