Land reform in Ukraine has been going on for over 31 years. Due to both some systemic miscalculations and insufficient resources for its provision, most of the goals of land reform still remain unfulfilled. The introduction of market land relations has not become a guarantee of sustainable land use. There is an urgent need for urgent correction of land reform, justification of new innovative approaches to reforming land relations in the context of global trends. The analysis of the recent publications regarding the issues this article deals with; identification of parts of the general problem that have not been previously addressed. The problems of scientific and methodological principles of improving the processes of land management and regulation of land relations at different levels of government are revealed in the works of leading Ukrainian scientists. However, previous research has focused on some aspects of this problem. Insufficient attention was paid to the regulation of land relations in the context of decentralization of power, ensuring deregulation in the field of land relations. No research has been conducted on the regulation of land relations under martial law. The purpose (the objective) of this article. Elucidation of new approaches to the processes of land resources management of territorial communities in the conditions of decentralization and deregulation in the field of land relations, and features of land policy in martial law. The methodology of scientific research is based on the complex use of both general scientific and special methods of scientific knowledge: system analysis – during the research of the process of reforming the sphere of land relations; search-bibliographic, which includes knowledge, evaluation and systematization of printed sources according to the research topic; abstract-logical to clarify the essence of the main categories, concepts and definitions in the field of land relations and land use; problemoriented – when substantiating scientific conclusions regarding the improvement of the effectiveness of land resource management of the territory in modern conditions and for the future. The key results and the background. The peculiarities of the introduced «land reform package» in the context of decentralization and deregulation in the field of land relations are identified. The reform initiatives introduced by the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine on Improving the System of Management and Deregulation in the Sphere of Land Relations» are analyzed. Factors that determine the need for the introduction of a special, simplified procedure for access to land for agricultural production, food security are identified. The legal mechanisms introduced by the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine on Creating Conditions for Ensuring Food Security in Martial Law» are analyzed. This law allows to meet the most urgent and urgent needs of the national economy in land under martial law. Conclusions and the prospects of the further research. A thorough analysis showed that in a relatively short period of time the necessary legal framework was created to complete land reform in Ukraine, identified scientifically sound prospects for streamlining land relations in Ukraine on the basis of decentralization and deregulation. The system of factors that necessitated the introduction of a simplified procedure for access to land for agricultural production during the martial law has been identified. The key legislative novelties concerning food security, features of regulation of land relations in the conditions of martial law are analyzed. Prospects for further development in this area are associated with the need to form a multilevel land management system in the context of decentralization and deregulation in land relations, the introduction of innovative mechanisms of public administration to successfully complete land reform.
