The development of the state depends on various factors, but the key ones are its sovereignty and its resources, primarily human resources, social capital, natural and infrastructural, financial and institutional ones. Based on the above, there is a theoretical and practical need to develop a paradigm of resource provision for the development of territories. The purpose of research is the development of theoretical and methodological provisions as well as scientific and practical recommendations regarding resource provision for territorial development. Solving such research tasks determines the logic of presenting the material in the work: revealing the essence and evolution of scientific views on the role of resources in territorial development, researching the basics of resource and management-logistics approaches; justification of challenges, determination of losses and clarification of resource search methods for the future development of territories and communities of Ukraine. The research methodology is based on general scientific methods of analysis and synthesis, abstraction and generalization, systemic and structural-functional analysis, which are used to systematize the achievements of the theory and practice of public administration on issues of territorial development resource provision. The results of the study showed that evolution processes of society, productive forces and industrial relations, as well as the formation of property rights, development of science and technology, of the interests and opportunities of various social groups, etc., affected the category «resources», the formation of a system of their various types. The structure of the resource base of territorial development, key trends affecting the development of human potential and territorial development as a whole (social, technological, economic, ecological, political, value trends), directions for improving the mechanisms of public management and regulation are considered. That is, resources as a management category are a set of material and organizational capabilities of the management entity, the adequate use of which ensures high-quality system activity and territorial development. Practical implications. The challenges faced by Ukraine in the area of its resource provision as a result of the Russian Federation aggression require an adequate assessment and the development of appropriate tools and mechanisms. It is appropriate, after the analysis, to assign territories to certain categories, based on the degree of destruction and loss of population. To make the most optimal recovery decision, it is necessary to define objective criteria, create a map of such territories, and a detailed description of each. The necessity of speeding up the adoption of legislative acts is noted, and several practical considerations regarding the implementation and implementation of the Marshall Plan for Ukraine are given. Value/originality. It has been proven that in the context of the practical implementation of the paradigm of democratic governance in the future, resource and managementlogistic approaches are an adequate methodological basis, since it is the presence and development of resources, especially of unique resources, taking into account the factors of time and space will allow solving the tasks. The need to determine the components of the resource potential of territorial management, their mobilization, the search for new and available ones, the development of procedures and mechanisms for coordinating the actions of public administration subjects regarding the use of resources for the recovery of Ukraine are substantiated.
