Публікація Відкритий доступ Розділ монографіїПарламентаризм як особлива система публічного управління(2022)Гошовська ВалентинаThe phenomenon of parliamentarism as a new direction of knowledge in the science of public administration is considered. The purpose of the chapter is a scientific analysis of parliamentarism as a special system of public administration. Achieving this goal involves the implementation of the following research objectives: consideration of the evolution of views upon parliamentarism, including the institutionalization of the concept of parliamentarism in Ukraine; determining the place of parliamentarism in the system of state power, as well as the science and practice of public administration; outlining the role of parliament as the dominant component of people representation; interpretation of parliamentarism in the modern science of public administration; analysis of the transformation of parliamentarism under modern changes; deliberation of modern trends in the development of parliamentarism. Methodology is based on a number of such commonly recognized scientific methods as: a systemic method that involves the perception of public administration as a system with such an integral subsystem as parliamentarism, which manifests itself on the basis of affirmed theoretical views and effective practices; the method of retrospective analysis, which regards consideration of the theory and practice of parliamentarism in the process of its formation and modern development; comparative method, which determines institutionalization and development of parliamentarism in Ukraine, taking into account the experience of other countries. The results of the study are dealt with conclusion that parliamentarism is a special system of public administration, in which parliament plays a key role, and the institutions of representative democracy are basic. Parliamentarism is an intersectoral direction of a complex socio-political phenomenon associated with the system of organization of political power in the state, which includes consideration of issues in political science, law and public administration. The study clarifies the scientific apparatus of parliamentarism, defines the tasks of parliamentarism as a direction of knowledge in the science of public administration. Practical implication of the work is aimed at the educational process (teaching disciplines) upon the specialization «Parliamentarism and parliamentary activity» of the Educational and Scientific Institute of Public Administration and Public Service of the Taras Shevchenko National University of Kyiv. Value/originality concerns the fact that the Scientific School of Domestic Parliamentarism for the first time determined scientific notion «Parliamentarism», the standards and competences of parliamentary activity, modern models of implementation of national representation in the state-building process of Ukraine, peculiarities of development of political culture in ensuring the unity and consolidation of Ukrainian society, mechanisms for preventing political corruption in representative authorities in Ukraine etc.12 16
