The dissertation is dedicated to developing information technology for selecting scientific partners for joint execution of scientific research, considering their competencies, which are assessed based on previous scientific activity results. This work addresses the critical task of developing mathematical models for evaluating researchers' scientific activity results dynamically to determine their suitability for complex-structured scientific research projects' requirements and decision-making models for quality personnel management in scientific research projects (scientific component), as well as developing information technology for selecting scientific partners based on models of evaluating scientific activity results, which allows automating the processes of collecting and processing candidate data (practical component).
