З цією метою розкрито теоретичні засади функціонування виборчих систем та еволюцію статусу Європейського Парламенту як єдиної представницької інституції ЄС, а також розглянуто сучасне європейське нормативно-правове регулювання механізму обрання членів Європарламенту. Додатково в роботі висвітлено різноманітність форм реалізації принципу пропорційності у виборчих системах держав-членів. Особливу увагу приділено контексту європейської інтеграції України, щодо якої підкреслюється необхідність гармонізації національного виборчого законодавства з правом ЄС, зокрема, задля надання виборчого права громадянам ЄС та потреба розробки потенційно оптимальної для України відповідної виборчої системи у разі участі у виборах до Європейського Парламенту. Наукова новизна полягає в обґрунтуванні необхідності внесення змін до чинного виборчого законодавства України з метою його гармонізації з правом ЄС, що дозволить Україні брати участь у виборах до Європейського Парламенту у разі набуття членства у Європейському Союзі.Qualifying scientific work for obtaining an educational degree at the second level of higher education (Master’s degree), field of knowledge 28 "Public Management and Administration", specialty 281 "Public Management and Administration". – Educational and Scientific Institute of Public Administration and Civil Service of Taras Shevchenko National University of Kyiv, Kyiv, 2026. In the qualification work, a comprehensive study of the electoral systems of the Member States of the European Union in elections to the European Parliament has been conducted, along with an analysis of the prospects for Ukraine’s participation in such elections. For this purpose, the theoretical foundations of the functioning of electoral systems and the evolution of the status of the European Parliament as the only directly elected institution of the EU are examined, and the current European legal framework governing the election of Members of the European Parliament is analyzed. In addition, the work highlights the diversity of forms of implementation of the principle of proportionality in the electoral systems of the Member States. Particular attention is paid to the context of Ukraine’s European integration, emphasizing the need to harmonize national electoral legislation with EU law, in particular to ensure electoral rights for EU citizens and to develop a potentially optimal electoral system for Ukraine in the event of its participation in elections to the European Parliament.
