Спрямованість та принципові положення воєнної політики (оборонної або політики в галузі безпеки згідно європейської термінології) для сучасної України з середини 20-х років Х1Х століття, як і 100 років тому, знову вийшли на перший план у зв‟язку із реалізацію раніше абстрактних понять «анексія», «окупація», «війна», яких начебто не існувало для нашої країни у новітній історії. Але сьогодні сталось їхнє втілення чи, за образом Франца Кафки, «перевтілення» у загрозливі форми мілітарної практики Росії супроти нашої держави, кінця якої поки що не видно у найближчій перспективі. Воєнно-теоретичною і політичною відповіддю стала «Воєнна стратегія України» 2021 р., яка «відкрила» нове покоління парадигм воєнно-політичного мислення. Головною тезою стає переконання, що захист суверенітету та зміцнення воєнної безпеки є створення «всеохоплюючої системи оборони» з інтеграцію всіх сил держави та громадянського суспільства, силових структур і добровольців, адміністративних регіонів та територіальних громад. Ми будемо доводити, що це філософія воєнної безпеки замість раніше висловлених доктринальних воєнно-політичних ідей покладання справи загальнодержавного значення на сили сектору оборони.
