Since, the solving and investigation of crimes is considered to be an investigational-perceptional activity, the important role should be carried out by the informational support of this activity, rational organizing and adequate usage of information, which is concentrated in criminalistics records. When identifying the prioritive directions of the development of the modern system of criminalistics record, we’ve pointed out the record of features and characteristics of individuals that have committed a crime as the aim and purpose of our research. In this context we’ve scrutinized a number of issues on: the state of the scientific development of the theory for criminalistics record, the genesis and development of criminalistic records, identifying the place of the record system in terms of the informational support of criminalistic investigation activity, the legal issues on conducting registration of crimes and directions of using criminalistic records, the issue of automated record etc. The following tasks have been stipulated: to scrutinize the preconditions of reform of the criminal record; scrutinizing the objects of criminalistic record, particularly the record of features and characteristics of individuals that have committed a crime; the analyses of the existing system of data gathering; developing ways of improving the existing forms of criminalistic record etc. One of the objects of the criminalistic record is the individual who has committed a crime. It is preconditioned by the fact that in the mechanism of crime this individual happens to take a central position – without the subject there is no crime. Thus, the center of attention of law enforcers in case of crime committing is the individual. It has been pointed out that the criminalistic research of the individual that has created a crime has a significant meaning not only for the sake of full, overall and impartial investigation of a crime and further argumented punishment but also happens to be the precondition for implementing effective preventive work on crime prevention, the successful implementation of the main means of correction and resocialization of inmates and the assurance of legal rights and interests of this individual, the adherence to law. When concluding the abovementioned it has been suggested to establish an automated working facility (i.e, a separate one adapted for the judge, the investigation judge, the investigator, the operative worker, lawyer, prosecutor etc), which due to algorithms in terms of activity will allow to compensate the lack and insufficiency of knowledge among the law enforcers with regard to the criminal record. This would facilitate the increase of effectiveness of using information, concentrated and presented in criminalistic records. The necessity to improve the existing forms of criminalistic record by reflecting information on individual features, traits and characteristics of the individual of the criminal have been stipulated, with the further aim to use them in order to achieve the tasks of preliminary investigation, the correction and resocialization of inmates, the adaptation after gaining freedom and the prevention of crimes.Однією із причин недостатнього рівня розкриття злочинів названо комплекс проблем у сфері кримінальної реєстрації. Оскільки розкриття й розслідування злочинів є пошуково-пізнавальною діяльністю, важливу роль повинне відігравати інформаційне забезпечення цієї діяльності, раціональна організація й уміле використання відомостей, зосереджених у криміналістичних обліках. Визначаючи пріоритетні напрями розробки сучасної системи криміналістичного обліку, ми зупинилися на обліку ознак та властивостей осіб, які вчинили злочин, як меті нашого дослідження. З цього приводу, ми дослідили низку питань, щодо: стану наукової розробки теорії кримінальної реєстрації, ґенези і розвитку криміналістичних обліків, визначення місця системи обліків в інформаційному забезпеченні криміналістичної пошукової діяльності, правові питання ведення кримінальної реєстрації та напрями використання криміналістичних обліків, питання автоматизації обліків тощо. Сформульовано наступні завдання: дослідити передумови реформування сучасної системи криміналістичного обліку; розгляд об’єктів криміналістичного обліку, зокрема обліку ознак та властивостей осіб, які вчинили злочин; аналіз існуючої інформаційної системи накопичення даних; пошук шляхів удосконалення існуючих форм криміналістичного обліку тощо. Одним із об'єктів криміналістичного обліку є особа, яка вчинила злочин. Це обумовлено тим, що у механізмі злочину ця особа посідає центральне місце - без суб'єкта немає злочину. Отже, у фокусі уваги правоохоронних органів у випадку вчинення злочину знаходиться людина. Зазначено, що криміналістичне дослідження особи, яка вчинила злочин, має суттєве значення не тільки для повного, всебічного та об'єктивного розслідування кримінального провадження та обґрунтованого призначення покарання, але і є одночасно передумовою для здійснення дієвої профілактичної роботи по запобіганню злочинам, успішного застосування основних засобів виправлення і ресоціаліації засуджених та забезпечення законних прав і інтересів цієї особи, дотримання законності. Підсумовуючи вищевикладене, запропоновано створити автоматизоване робоче місце (наприклад, окремо адаптоване для судді, слідчого судді, слідчого, оперативного співробітника, адвоката, прокурора тощо), яке за допомогою алгоритмізації діяльності, пов’язаної зі звертанням до криміналістичних обліків, дозволить компенсувати недолік знань працівників органів внутрішніх справ про кримінальну реєстрацію. Це сприяло б надалі підвищенню ефективності використання відомостей, зосереджених у криміналістичних обліках. Зазначено необхідність вдосконалювати існуючі форми криміналістичного обліку шляхом відображення у них інформації про індивідуальні ознаки, риси та властивості особи злочинця, з метою подальшого їх використання для досягнення завдань попереднього розслідування, виправлення та ресоціалізації засуджених, адаптації після звільнення та профілактики злочинів.ukinformationinformational systemcriminal recordobjects of recordregistrationінформаціяінформаційна системакриміналістичний облікоб’єкти облікуреєстраціяСтаття
