The issues of structural policy and systemic restructuring of the national economy, its innovative modernization are the issues of the future of Ukraine, a strong European state. The current practice of structural reforms in Ukraine shows that the qualitative characteristics of structural policy lag far behind European standards in this area. The purpose of the article was to systematically analyze the characteristics of structural policy and to identify and provide institutional recommendations for state participation in innovative economic development during the war and the period of post-war economic reconstruction in Ukraine. M e t h o d s. A set of empirical and theoretical research methods was used: methods of analysis, synthesis and generalization, which at the dialectical level allow to scientifically substantiate popular models of innovative development. A methodological analysis of theoretical doctrines was carried out to reveal the political and economic foundations of the study of structural transformations and structural policy. R e s u l t s. The features of the systematic approach to the study of patterns of innovative development and systemic restructuring of the national economy as a whole are revealed. This approach makes it possible to make fundamental clarifications of the institutional transformations of structural policy in the period of fundamental changes in the national economy. It is found that innovative development based on knowledge is the defining imperative of structural policy and determines the creation of "new" development institutions. The experience of economically developed countries shows that innovative development is a priority direction of structural policy. The author analyzes the conceptual interrelationships of the structural policy objectives, the systemic nature of the structural policy of innovative modernization, the institutional limitations of structural changes in the Ukrainian economy and the need to overcome the institutional "ineffective" structural policy. The features of the institution of structural policy as a factor in optimizing the state's participation in the innovative development of the economy are investigated. It is established that institutional theory is one of the most important components of the structural policy of innovative development of the modern economy. It is determined that digital platforms can become a key factor in structural changes that will ensure the innovative development of Ukraine's economy. C o n c l u s i o n s. The research results indicate the growing influence of systemic trends in the structural policy of innovative development and can be used to develop specific concepts, a special categorical apparatus, a high-quality institutional environment, forms and tools for strengthening the institutional concept of innovative modernization.В с т у п . Питання структурної політики і системної відбудови національної економіки, її інноваційної модернізації – це питання майбутнього України, сильної європейської держави. Сучасна практика структурних перетворень в Україні свідчить про значне відставання якісних характеристик структурної політики від загальноєвропейських стандартів у цій сфері. Метою статті був системний аналіз характеристик структурної політики і визначення та надання інституційних рекомендацій щодо участі держави в інноваційному розвитку економіки в умовах війни і в період післявоєнної відбудови економіки України. М е т о д и . Використано сукупність методів емпіричного та теоретичного дослідження: методи аналізу, синтезу та узагальнення, що на діалектичному рівні дозволяють науково обґрунтувати популярні моделі інноваційного розвитку. Здійснено методологічний аналіз теоретичних доктрин у процесі розкриття політико-економічних основ дослідження структурних трансформацій та структурної політики. Р е з у л ь т а т и . Розкрито особливості системного підходу в дослідженні закономірностей інноваційного розвитку, системної відбудови національної економіки загалом. Такий підхід дає можливість внести принципові уточнення інституційних перетворень структурної політики в період кардинальних змін у національній економіці. З'ясовано, що інноваційний розвиток на основі знання є визначальним імперативом структурної політики та визначає створення "нових" інститутів розвитку. Досвід економічно розвинених країн показує, що інноваційний розвиток – це пріоритетний напрям структурної політики. Проаналізовано концептуальні взаємозв'язки складових цілей структурної політики, системний характер структурної політики інноваційної модернізації, інституційні обмеження структурних змін української економіки та необхідності подолання інституційної "неефективної" структурної політики. Досліджено особливості інституту структурної політики як чинника оптимізації участі держави в інноваційному розвитку економіки. Встановлено, що інституційна теорія постає однією з найважливіших складових структурної політики інноваційного розвитку сучасної економіки. Визначено, що цифрові платформи можуть стати ключовим фактором структурних змін, які забезпечать інноваційний розвиток економіки України. В и с н о в к и .
