A critical analysis of their historical context is carried out and the axiological weight of the democratic will of society in political processes is determined.It has been revealed that the peculiarities of the national attitude to direct democracy have a number of phenomenological differences in comparison with other cultures. Based on this, the potential role of specific political decisions in the process of formation of the national idea and political identity of citizens in the context of russia's war against Ukraine was analyzed.The potential of the referendum as a political tool for the analysis of public opinion and direct law-making is assessed, as well as the legal restrictions and security risks of its holding are considered. This issue is closely related to the digital and information security of the state, since the freedom of expression of the will of each citizen and the transparency of the processing of results are the basis of any democratic process.The problems of contrasting the institutions of direct democracy with the need for total solidarity of society and the establishment of the principle of maximum trust in the authorities are revealed. It is determined that Ukraine faces a difficult task to preserve its democratic identity in the world, where there is a tendency for political concessions and compromises in exchange for economic well-being.It has been proven that the opinions of individual citizens and their clear political stance serve as a cornerstone of national identity and unity, while institutions of direct popular expression are a sign of the government's trust in its citizens. This is an integral component of the success of democracy, including in times of war against totalitarian entities. In Ukraine, the will of the people has been and remains an inseparable part of the national idea.У статті розглянуто прояви прямого народовладдя в контексті становлення Української державності. Проведено критичний аналіз їх історичного контексту і визначено аксіологічну вагу демократичної волі соціуму в політичних процесах.Виявлено, що особливості національного відношення до прямої демократії мають ряд феноменологічних відмінностей порівняно з іншими культурами. Виходячи з цього було проаналізовано потенційну роль конкретних політичних рішень в процесі становлення національної ідеї та політичної ідентичності громадян в умовах війни росії проти України.Оцінено потенціал референдуму, як політичного інструменту для аналізу суспільної думки і прямого законотворення, а також розглянуто законні обмеження і безпекові ризики його проведення. Дана проблематика тісно пов’язана з цифровою та інформаційною безпекою держави, оскільки свобода волевиявлення кожного громадянина і прозорість опрацювання результатів є основою будь-якого демократичного процесу.Розкрито проблематику протиставлення інститутів прямого народовладдя необхідності тотальної солідарності суспільства і встановлення принципу максимальної довіри до влади. Визначено, що перед Україною стоїть нелегке завдання зберегти свою демократичну ідентичність в світі, де діє тренд на політичні поступки і компроміси в обмін на економічне благополуччя.Доведено, що думка окремих громадян і їх чітка політична позиція постає наріжним каменем національної ідентичності та єдності, а інститути прямого народного волевиявлення є ознакою довіри влади до громадян. Це є невід’ємною складовою успіху демократії в умовах війни в тому числі з тоталітарними утвореннями.
