Теоретичні та прикладні питання економіки(2 (49)), 265–278. https://doi.org/10.17721/tppe.2024.49.23331.556.2https://doi.org/10.17721/tppe.2024.49.23https://ir.library.knu.ua/handle/15071834/11202Стаття присвячена дослідженню інтеграції внутрішньо переміщених осіб (ВПО) у приймаючі громади на основі формування «карти» їх потреб та виявлення сприйняття ВПО місцевими мешканцями. За результатами опитування експертів визначено ієрархію потреб ВПО за їх значимістю та рівнем задоволеності, що дозволило сформувати «карту» потреб ВПО. На її основі доведено, що існує значна невідповідність між значимістю та рівнем задоволеності таких потреб: у житлі; працевлаштуванні й трудовій реалізації; гуманітарному забезпеченні; медичній допомозі; підприємницькій активності. Обґрунтовано, що належний рівень задоволеності мають лише потреби у соціальній підтримці; освіті; правовій та інформаційній допомозі. Доведено, що з метою інтеграції ВПО у приймаючі громади необхідна трансформація державної політики у питаннях житлозабезпечення, сприяння працевлаштуванню, надання гуманітарної допомоги, релокації та підтримки бізнесу ВПО для усунення наявних бар’єрів та проблем. Визначено, що окрім задоволеності потреб ВПО, важливим фактором їх інтеграції у приймаючі громади є збалансоване сприйняття ВПО місцевими мешканцями через призму не лише проблем та викликів, але і можливостей для громади. За результатами опитування експертів встановлено, що 26% та 74% із них вважають, що прибуття ВПО зумовлює відповідно значні проблеми та певні труднощі для місцевих громад. До основних проблем, які виникають у зв’язку з прибуттям ВПО, належать: необхідність забезпечення ВПО житлом; зростання навантаження на заклади освіти, дошкільні та медичні заклади; зростання цін на житло та оренду житла; зростання навантаження на відділи соціального захисту; посилення навантаження та конкуренції на ринку праці та ін. Доведено, що поряд із розуміння проблем та труднощів, що виникають у зв’язку з прибуттям ВПО, у громадах наявний позитивний вектор сприйняття ВПО. Визначено, що до позитивних наслідків від прибуття ВПО варто віднести: зростанням кількості та якості трудового потенціалу; активізація підприємницької діяльності; відкриття ВПО нових підприємств та створення нових робочих місць для місцевих мешканців; залучення ресурсів та допомоги від міжнародних організацій; заповнення вакансій на ринку праці, які не затребувані місцевим населенням.The article aims to contribute to the ongoing discussion on the integration of IDPs into host communities. It does so by presenting a preliminary overview of the needs of IDPs and exploring the perceptions of IDPs held by local residents. In light of the findings from the expert survey, a hierarchy of IDPs' needs has been established based on their perceived importance and level of satisfaction. This has enabled the creation of a map that illustrates the key needs of IDPs. It would appear that there is a notable discrepancy between the perceived importance and level of satisfaction with the following needs: housing; employment and labour fulfilment; humanitarian support; medical care; and entrepreneurial activity. It can be reasonably concluded that the needs for social support, education, legal and information assistance are being met to a satisfactory level. It would seem that in order to integrate IDPs into host communities, it might be beneficial to consider transforming state policy in the areas of housing, employment, humanitarian assistance, relocation and business support for IDPs, with a view to eliminating existing barriers and problems. It has been determined that, in addition to meeting the needs of IDPs, an important factor in their integration into host communities is a balanced perception of IDPs by local residents. This perception should encompass not only the challenges and difficulties that IDPs may present, but also the opportunities that they can offer to the community.The survey of experts revealed that there is a divergence of opinion on the impact of IDPs on local communities. While 26% of experts believe that the arrival of IDPs causes significant problems, 74% of experts feel that certain difficulties are inherent to the situation. The arrival of IDPs has led to a number of challenges, including the need to provide them with housing, an increased workload on educational, preschool and medical institutions, rising housing and rental prices, an increased workload on social protection departments, and increased competition in the labour market. It would appear that, alongside an awareness of the challenges posed by the arrival of IDPs, communities tend to view them in a positive light. It would seem that the arrival of IDPs can have a number of positive consequences. These include an increase in the quantity and quality of labour potential, an intensification of entrepreneurial activity, the opening of new enterprises by IDPs and the creation of new jobs for local residents.
