С. 26-31.УДК 711.112https://ir.library.knu.ua/handle/15071834/9331В статті показано, що процес утворення об’єднаних територіальних громад – це проект, який на всіх стадіях – ініціювання, планування, моніторингу і завершення повинен бути екологічним, науково обґрунтованим; тільки тоді він зможе бути успішно реалізованим, а новостворена громада – спроможною вирішувати будь-які проблеми. На думку авторів, ландшафтний підхід до територіального планування на регіональному та місцевому рівні – одна з основних умов успішності процесу децентралізації в Україні. Завдання науково-освітніх закладів – розвивати найсучасніші напрями прикладного природознавства (геоморфології, ландшафтознавства, екології) для підготовки спеціалістів високої кваліфікації – майбутніх представників системи державної влади та місцевого самоврядування.The paper shows that the process of formation and development of local communities is a project that during all its stages – an initiation, planning, monitoring and completion - should be ecologically and scientifically substantiated. Only then it can be successfully implemented, whereas the newly formed community will be capable for solution of any problems. One of the most important aspects of decentralization is the resolution of environmental problems by local communities themselves. According to the authors, the landscape approach to territorial planning at the regional and local levels is one of the main factors of successfull decentralization processes in Ukraine. The goal of scientific and educational institutions is to develop the most advanced approaches in applied sciences (geomorphology, landscape science, ecology) for training of highly skilled specialists – future representatives in the state power and local self-regulation system.
