It is proved that the modern welfare state is characterized: by a special purpose (the creation of conditions of general welfare in the state by forming an appropriate level of ensuring human social security); by the implementation of a set of tasks (minimizing human social risks; ensuring the protection of human social security); by the presence of conditions under which it can exist and develop (the existence of a legal state; the existence of a civil society in the state; the presence in the state of a legal mechanism for the legal regulation of the implementation of the social function of the state and of a legal mechanism for the implementation of the social function of the state). Separately, the author points out that it is also typical for welfare states that, in their dynamic manifestation, they ensure, protect and protect social human rights, which is a process related to ensuring the well-being of society as a whole. The conclusions to the article summarize the results of the study, and also indicate a set of circumstances, taking into account which it is possible for Ukraine to become a modern welfare state and its further development in this direction.Стаття присвячена уточненню комплексу ключових ознак сучасної соціальної держави. Обґрунтовується, що сучасна соціальна держава характеризується: особливою метою (створення в державі умов загального добробуту шляхом формування належного рівня забезпечення соціальної безпеки людини); виконанням комплексу завдань (мінімізація соціальних ризиків людини; забезпечення, охорони та захисту соціальної безпеки людини); наявністю умов, за яких вона може існувати та розвиватись (наявність правової держави; існування в державі громадянського суспільства; наявність в державі правового механізму правового регулювання реалізації соціальної функції держави та правового механізму реалізації соціальної функції держави). Окремо автором вказується на те, що для соціальних держав також типовим є те, що вони в своєму динамічному вияві забезпечують, охороняють та захищають соціальні права людини, що є процесом, поєднаним із забезпеченням благополуччя суспільства загалом.
