The purpose of the publication is to determine the fundamental role of political institutions in the establishment of an informational state and to identify current approaches to its constitution in the political sphere. The author investigates the essence and role of institutions in the state and society, as well as their influence on the political process. It is argued that effective political institutions are particularly important for the functioning of democratic political regimes, as they must ensure that public institutions act clearly in line with their legal powers complying with the principles of transparency and accountability. The article describes one of the first attempts to measure an indicator of the state’s «informationality», which was carried out by the Tokyo Research Institute RITE. The article highlights the process of institutionalization of the information society within the boundaries of the European Union. It has been traced that measures to institutionalize the information state on the European continent began at the end of the 1990s. They implied development and adoption of strategic documents to determine the principles of state policy in the field of information management and implementation. Further steps to formalize the institutions of the informational state included liberalization of telecommunications and normative consolidation of social guarantees for citizens.У статті зроблена спроба визначити перелік і зміст політичних інститутів, наявність яких уможливлює концептуалізацію політичного феномена інформаційної держави. Основний фокус дослідницьких зусиль спрямовано на пошук інституційних критеріїв, наявність яких дозволяє класифікувати певну державу як інформаційну, відмежовуючи її від абстрактного поняття інформаційне суспільство. Метою публікації є визначення фундаментальної ролі політичних інститутів у становленні інформаційної держави та ідентифікації актуальних підходів до її конституювання у політичній сфері.Досліджено сутність і роль інститутів у державі і суспільства та їх вплив на політичний процес. Стверджується, що ефективні політичні інститути є особливо важливими для функціонування демократичних політичних режимів, оскільки повинні забезпечувати, щоб державні установи діяли чітко в межах своїх законних повноважень з неодмінним дотриманням принципів прозорості і підзвітності. Описано одну з перших спроб виміряти показник «інформаційності» держави, яку здійснив Токійський дослідницький інститут RITE.У статті висвітлюється процес інституціоналізації інформаційного суспільства на рівні Європейського Союзу. З’ясовано, що на європейському континенті заходи з інституціоналізації інформаційної держави розпочалися наприкінці 90-х років минулого століття. Вони передбачали розробку і ухвалення стратегічних документів для визначення засад державної політики у сфері поводження з інформацією та впровадження.
