Контент-аналіз частини цього архіву свідчить, що його проекти реформаційних перетворень у царині сільського самоврядування, волосного управління та провінційної судової системи були спрямовані на побудову соціально справедливої, правової держави з розвиненим громадянським суспільством та абсолютним приматом імперативів демократичних прав і свобод кожного громадянина.The relevance of the research. In the study, for the first time is introduced into international scientific circulation a unique source of the history of the Zemstvo liberal movement in the north of Left Bank Ukraine in the second half of the 19th century, namely, a part of the personal archive of Vasyl Mykhailovych Khyzhniakov (1842-1917) - a member of the opposition aristocratic fronde of northern Ukraine, the mayor of Chernihiv of many years and the head of the Chernihiv provincial land administration. The content analysis of a part of this archive vividly confirms his projects of reformation transformations in the field of rural self-government, parish government and the provincial judicial system, aimed at the construction of a socially just, legal state, with a developed civil society and the absolute primacy of the imperatives of democratic rights and freedoms of every citizen. The purpose of this publication is the introduction to scientific circulation and content analysis of part of the given archive - documents that directly relate to the scientific issues we are investigating. Conclusions. A part of the personal archive of the mayor of Chernihiv, a prominent functionary of local self-government, a member of the opposition aristocratic fronde of the Northern Left Bank, V. M. Khyzhniakov (1842-1917), is introduced into scientific circulation. It is noted that this corpus of monuments is a unique source on the history of the Zemstvo liberal movement in the north of the Left Bank of Ukraine in the second half of the 19th century. It has been studied that the historical sources we have found are the author's projects of reforms of rural self-government, volost administration and the provincial judicial system developed by V. Khyzhniakov in the context of the implementation by Russian absolutism of the judicial and administrative reform of 1889, with which the democratic fronde fundamentally disagreed, and the preparation of the general doctrine of zemstvo liberalism in the Russian Empire. Undoubtedly, projects of V. Khyzhniakov complemented and significantly expanded the principles of reforming peasant self-government in the country, which were publicly announced in the early 80s of the 19th century by the members of the opposition aristocratic fronde. Most of the ideas have not lost their relevance for the present and may become a historical foundation for building a modern system of public administration and local self-government in the modern Ukrainian state.ukВ.
