Дисертацію присвячено комплексному дослідженню міжнародних комунікацій у контексті формування нової парадигми національної безпеки України, що відбувається в умовах трансформації сучасного міжнародного безпекового середовища, гібридизації загроз, цифровізації політичних процесів та повномасштабної збройної агресії РФ проти України. У роботі міжнародні комунікації розглядаються як багаторівнева система взаємодії державних і недержавних акторів, спрямована на забезпечення зовнішньополітичної суб’єктності держави, формування міжнародної підтримки, легітимацію політичних рішень та реалізацію стратегічних національних інтересів. Актуальність теми зумовлена зростанням ролі міжнародних комунікацій як самостійного інструменту реалізації зовнішньої політики та забезпечення національної безпеки. Традиційні підходи до комунікативної політики, сформовані в умовах відносної стабільності міжнародного порядку, виявилися недостатніми для реагування на гібридні загрози, дезінформаційні кампанії, широке застосування штучного інтелекту, інформаційно-психологічні операції та кризу інституцій колективної безпеки. У сучасних умовах міжнародні комунікації набувають стратегічного значення як засіб формування військово-політичних союзів, мобілізації міжнародної підтримки, просування євроінтеграційного курсу України та посилення її ролі в системі європейської безпеки. Метою дисертації є визначення сутності, особливостей і напрямів трансформації міжнародних комунікацій у контексті становлення нової парадигми національної безпеки України як складової сучасної європейської та міжнародної архітектури безпеки. Для досягнення поставленої мети в роботі здійснено аналіз концептуальних підходів до вивчення міжнародних комунікацій, досліджено середовище їх функціонування, визначено ключові детермінанти розвитку, з’ясовано особливості сучасних загроз, а також проаналізовано інституційні та нормативні засади державної комунікаційної політики у період широкомасштабного вторгнення РФ в Україну. Методологічну основу дослідження становить поєднання системного, структурно-функціонального, інституційного, наративного, дискурсивного та прогностичного підходів. У роботі використано методи аналізу й синтезу, компаративного дослідження, контент-аналізу, ситуаційного та інституційного аналізу, що забезпечило комплексне осмислення сучасних комунікаційних процесів. Запропоновано авторський методичний підхід, який полягає в аналізі міжнародних комунікацій у взаємозв’язку безпекових парадигм, зовнішньополітичних стратегій і системи національних інтересів. Особливу увагу приділено аналізу актуального середовища міжнародних комунікацій, зокрема впливу геополітичних, політико-правових, економічних, соціокультурних і технологічних чинників. Встановлено роль стратегічних наративів, політичної мови та цифрових платформ у формуванні міжнародного іміджу держави, конструюванні національної ідентичності та підтримці суспільної стійкості. За допомогою компаративного аналізу визначено ключові тенденції трансформації міжнародних комунікацій, зокрема персоналізацію, мережевізацію, гуманітаризацію, санкціолізацію та цифровізацію. У дисертації досліджено інституційні та нормативні засади комунікаційної політики України, виявлено їхню фрагментарність, внутрішню неузгодженість і недостатню результативність. Обґрунтовано необхідність формування цілісної Стратегії державної комунікаційної політики України як інструменту координації міжнародних комунікацій, підвищення управлінської ефективності та забезпечення довгострокових національних інтересів. Запропоновано інерційний та адаптивно-трансформаційний сценарії розвитку міжнародних комунікацій з урахуванням сучасних безпекових викликів. Наукова новизна дослідження полягає у комплексному аналізі міжнародних комунікацій як багаторівневої системи, детермінованої домінуючою парадигмою національної безпеки України. Уточнено понятійний апарат дослідження, розкрито взаємозв’язок міжнародних комунікацій із безпековою політикою та стратегічними комунікаціями держави. Обґрунтовано підхід до розгляду міжнародних комунікацій як інструменту проактивної реалізації національних інтересів у воєнних і гібридних умовах. Практичне значення одержаних результатів полягає у можливості їх використання в науково-дослідній діяльності, освітньому процесі, дипломатичній практиці, діяльності органів державної влади та під час розроблення стратегічних документів у сфері національної й інформаційної безпеки. The dissertation is devoted to the study of international communications in the context of the formation of a new paradigm of Ukraine’s national security, developing under the transformation of the contemporary international security environment, hybridization of threats, digitalization of political processes, and the full-scale invasion of Ukraine by the Russian Federation. International communications are considered as a multi-level system of interaction between state and non-state actors, which operates at different levels of the international system and is aimed at ensuring the state’s foreign policy agency, generating international support, legitimizing political decisions, and implementing strategic national interests. The relevance of the topic is determined by the growing role of international communications as an instrument of foreign policy and national security in the context of global transformations. Traditional approaches to state communication policy, developed under relative stability of the international order, have proven insufficient to address hybrid threats, disinformation campaigns, the use of artificial intelligence, information and psychological operations, and the crisis of collective security institutions. In contemporary conditions, international communications acquire strategic importance as a means of forming military-political alliances, mobilizing international support, advancing Ukraine’s European integration course, and strengthening its role in the European security system. The aim of the dissertation is to determine the essence, features, and directions of transformation of international communications in the context of the establishment of a new paradigm of Ukraine’s national security as a component of the modern European and international security architecture. To achieve this goal, the study analyzes conceptual approaches to international communications, examines the environment of their functioning, identifies key determinants of their development, clarifies the features of contemporary threats, and analyzes the institutional and regulatory foundations of state communication policy in the context of the full-scale invasion of Ukraine by the Russian Federation. The methodological framework of the research is based on a combination of systemic, structural-functional, institutional, narrative, discursive, and prognostic approaches. The study employs methods of analysis and synthesis, comparative research, content analysis, situational and institutional analysis, ensuring a comprehensive understanding of contemporary communication processes. An authorial methodological approach is proposed, which consists in analyzing international communications in the interconnection of security paradigms, foreign policy strategies, and the system of national interests. Special attention is paid to the analysis of the contemporary environment of international communications, including the influence of geopolitical, political-legal, economic, sociocultural, and technological factors. The role of strategic narratives, political language, and digital platforms in shaping the international image of the state, constructing national identity, and maintaining social resilience is established. Using comparative analysis, key trends in the transformation of international communications are identified, including personalization, networkization, humanitarianization, sanctionization, and digitalization. The dissertation examines the institutional and regulatory foundations of Ukraine’s state communication policy and reveals their fragmentation, internal inconsistency, and insufficient effectiveness. The necessity of developing a comprehensive State Communication Policy Strategy of Ukraine is substantiated as an instrument for coordinating international communications, enhancing managerial efficiency, and ensuring long-term national interests. Inertial and adaptive-transformational scenarios for the development of international communications are proposed, taking into account contemporary security challenges. The scientific novelty of the research lies in the comprehensive analysis of international communications as a multi-level system determined by the dominant paradigm of Ukraine’s national security. The conceptual framework of international communications is clarified, and their interconnection with security policy and strategic communications of the state is revealed. An approach to considering international communications as an instrument for the proactive implementation of national interests under wartime and hybrid conditions is substantiated. The practical significance of the obtained results lies in their application in research activities, educational processes, diplomatic practice, the work of public authorities, and in the development of strategic documents in the field of national and information security.
