The study explores changes in the legal regulation of local self-government bodies' activities caused by martial law. It analyzes the problems faced by territorial communities during the war and ways to address them. Special attention is paid to issues of ensuring the livelihood of the population, coordination with military administrations, and support for internally displaced persons. The research investigates opportunities for strengthening the role of local self-government in the country's reconstruction and community development in the post-conflict period. Prospects for further decentralization and strengthening the capacity of local self-government bodies are considered. The article discusses the adaptation of local self-government to wartime conditions, including changes in budget formation, provision of administrative services, and implementation of local development projects. The role of international support and inter-municipal cooperation in maintaining the viability of communities is analyzed. The study examines the legal framework changes, particularly the laws adopted to regulate the activities of local self-government bodies during martial law. It also considers draft laws aimed at improving the system of local selfgovernment in the post-war period. Based on the analysis of the current situation and international experience, recommendations are proposed for improving the system of local self-government to increase its efficiency and resilience in crisis conditions. The article concludes by outlining potential scenarios for the development of local self-government in Ukraine, taking into account the challenges of post-war reconstruction and European integration aspirations.У статті досліджуються особливості функціонування місцевого самоврядування в Україні в умовах воєнного стану та аналізуються перспективи його розвитку у повоєнний період. Розглядаються зміни у правовому регулюванні діяльності органів місцевого самоврядування, викликані воєнним станом. Аналізуються проблеми, з якими стикаються територіальні громади під час війни, та шляхи їх вирішення. Особлива увага приділяється питанням забезпечення життєдіяльності населення, координації з військовими адміністраціями та підтримки внутрішньо переміщених осіб. Досліджуються можливості для посилення ролі місцевого самоврядування у відбудові країни та розвитку громад у постконфліктний період. Розглядаються перспективи подальшої децентралізації та зміцнення спроможності органів місцевого самоврядування.
