It is noted that the welfare state pursues a number of ideologically and normatively determined goals, which are interconnected and mutually complementary. Goals such as a decent standard of living, preservation and development of human potential, social inclusion and social security determine the social purpose of the modern state, development priorities, functions, forms and nature of activity. Social security as a goal of the welfare state is implemented through the implementation of the security and the compensatory sub-functions. The security sub-function determines the direction of power influence on social relations, due to the need to prevent the onset of social risks that pose threats to both the individual and society and the state as a whole. The compensatory sub-function provides for the policy of compensation for the consequences of the occurrence of social risks, which is expressed in the performance of a set of tasks related to the organization, legal support and proper functioning of social insurance, assistance and protection systems. The practical achievement of the goal of social security as the formation of a certain qualitative state of protection of the interests of man, society and the state indicates the degree of correspondence between the normative ideal of the social state and its effectiveness. The complex crisis caused by the Russian-Ukrainian war threatens a significant loss of human potential and sustainable development of the country, and therefore social security should be considered as an integral component of the strategy of ensuring national security both under the conditions of current challenges and in the context of the country's post-war recovery.Досліджено співвідношення соціальної та національної безпеки, цілей та соціальної функції держави. Зазначено, що соціальна держава переслідує низку ідеологічно та нормативно визначених цілей, які є взаємопов’язаними та взаємодоповнюючими. Такі цілі як гідний рівень життя, збереження та розвиток людського потенціалу, соціальна інклюзія та соціальна безпека визначають соціальне призначення сучасної держави, пріоритети розвитку, функції, форми та характер діяльності. Соціальна безпека як мета соціальної держави реалізується через здійснення без пекової підфункції, яка спрямована на попередження настання соціальних ризиків, та компенсаторної під функції, передбачає політику відшкодування наслідків настання соціальних ризиків. Практичне досягнення цілі соціальної безпеки як формування певного якісного стану захищеності інтересів людини, суспільства та держави вказує на ступінь відповідності між нормативним ідеалом соціальної держави та її ефективністю.
