The authors outline the journal’s origins, its evolution from thematic conference proceedings to an international, peer-reviewed, open-access publication in English. Special attention is given to the modernization of editorial policy: the introduction of blind peer review, the strengthening of academic integrity standards, the expansion of the editorial board to include foreign scholars, and indexing in leading bibliometric databases (Scopus, Web of Science, ERIH PLUS, etc.). A dedicated section of the review focuses on the journal’s shifting thematic priorities—from traditional criminal-legal scholarship to urgent wartime topics (war crimes investigation, cybersecurity, psychological rehabilitation)—and the active involvement of law-enforcement practitioners. The impact of open-access policies and broad distribution channels on integrating Ukrainian research into the global academic community is also examined. The review emphasizes the journal’s role as a platform for timely responses to societal challenges, for disseminating innovative models in security and public administration, and for supporting Ukraine’s Euro-Atlantic integration.У рецензії охарактеризовано історичний розвиток і сучасні трансформації наукового журналу «Науковий вісник Національної академії внутрішніх справ», що виходить з 1996 р. і цьогоріч відзначив 130-й випуск. Автори висвітлюють передумови заснування видання, ключові етапи його еволюції від тематичних збірників до міжнародного англомовного рецензованого журналу з відкритим доступом. Особливу увагу приділено модернізації редакційної політики: підвищенню стандартів академічної доброчесності, запровадженню «сліпого» рецензування, розширенню редколегії за рахунок іноземних науковців і входженню до провідних наукометричних баз (Scopus, Web of Science, ERIH PLUS тощо). Окрема частина рецензії присвячена зміщенню тематичних пріоритетів — від класичних кримінально-правових досліджень до актуальних питань воєнного часу (воєнні злочини, кібербезпека, психологічна реабілітація) та залученню практиків правоохоронних органів. Проаналізовано вплив відкритості доступу і широка мережа поширення на інтеграцію українських напрацювань у світовий науковий простір. Рецензія підкреслює роль журналу як платформи для оперативного реагування на суспільні виклики, популяризації інноваційних моделей у сфері безпеки й державного управління та сприяння євроатлантичній інтеграції України.ukСтаття
