Putin is observed, whom a great number of analysts in Ukraine and in the world is called a new personal dictatorship in the former Soviet Union. The inseparability of the establishment of a dictatorial regime from the Kremlin's neo-imperial policy, which has already become known as "Putinism" and "racism", is analyzed. The gender analysis methodology is used to identify the grounds for mass perceptions of dictatorial regimes by the population of the State. Pointing to the dangers of the Kremlin's dictatorial regime for Ukraine's democracy and independence. To substantiate the main provisions of the study, an analysis of a particular material from the current reality of the RF is used. Historical parallels between the dictatorships of the past and present, including the dictatorial regime of A. Hitler, I. Stalin, F. Castro, are conducted. It is concluded that in the situation with dictators for their countries there is a serious danger. But today, due to Russia's technical capabilities, mortal danger can become a reality not only for the loyal dictator of the people. But for Ukraine and the world. Key words: Putinizm, personal dictatorship, dictatorial regime, Ukraine, hybrid war, Russia.У статті прослідковується формування культу особистості президента сучасної Росії В.В. Путіна, який значна кількість аналітиків в Україні та світі називають новою особистою диктатурою на теренах колишнього Совєтського Союзу. Аналізується невід’ємність усталення диктаторського режиму від неоімперської політики Кремля, яка вже набула назви «путінізм» та «рашизм». Застосовується гендерна методологія аналізу для виявлення підстав для масового сприйняття населенням країни диктаторських режимів. Вказується на загрози з боку диктаторського режиму Кремля для демократії та незалежності України. Для обґрунтування основних положень дослідження використовується аналіз конкретного матеріалу із сучасної дійсності РФ. Проводяться історичні паралелі між диктатурами минулого і теперішнього часу, зокрема, диктаторського режиму А. Гітлера, І. Сталіна, Ф. Кастро. Робиться висновок, що у ситуації з диктаторами для їхніх країн є серйозна небезпека. Але сьогодні, внаслідок технічних можливостей Росії, смертельна небезпека може стати реальністю не лише для відданого диктаторові народу. Але і для України та світу.
