Проаналізовано еволюцію державної політики цифровізації: від фрагментарної інформатизації 90-х років до формування цілісної моделі сервісної держави та екосистеми «Дія». Виявлено системні бар’єри на шляху впровадження інновацій, зокрема інфраструктурний «цифровий розрив» та недосконалість механізмів інтероперабельності реєстрів. На основі досвіду країн ЄС (Естонії, Фінляндії, Скандинавських країн) розроблено рекомендації щодо гармонізації українського законодавства з європейськими стандартами (GDPR, DESI, eIDAS) та впровадження інструментів алгоритмічного управління. Наукова новизна одержаних результатів полягає в обґрунтуванні концептуальної моделі «цифрової стійкості» публічного управління, що базується на інтеграції екосистеми «Дія» з європейськими інфраструктурами даних. Вперше запропоновано алгоритм гармонізації національної системи моніторингу цифровізації з індикаторами «Цифрового компаса – 2030», удосконалено підходи до інституціалізації посад CDTO на рівні територіальних громад та обґрунтовано необхідність впровадження хмарних технологій для забезпечення безперервності державного управління в умовах воєнного стану.Qualifying scientific work for obtaining an educational degree at the second level of higher education (Master’s degree), field of knowledge 28 "Public Management and Administration", specialty 281 "Public Management and Administration". – Educational and Scientific Institute of Public Administration and Civil Service of Taras Shevchenko National University of Kyiv, Kyiv, 2026. The thesis presents a comprehensive study of the theoretical, methodological, and applied foundations of the digital transformation of public administration in the context of European integration and martial law. The evolution of state digitalization policy is analyzed, tracing its path from fragmented informatization in the 1990s to the formation of a holistic service-oriented state model and the "Diia" ecosystem. Systemic barriers to innovation are identified, specifically the infrastructural "digital divide" and the imperfections in register interoperability mechanisms. Based on the experience of EU member states (Estonia, Finland, and the Nordic countries), recommendations have been developed for harmonizing Ukrainian legislation with European standards (GDPR, DESI, eIDAS) and implementing algorithmic governance tools. The scientific novelty of the results lies in the substantiation of a conceptual model for the "digital resilience" of public administration, based on the integration of the "Diia" ecosystem with European data infrastructures. For the first time, an algorithm for harmonizing the national digitalization monitoring system with the "2030 Digital Compass" indicators is proposed.
