Проаналізовано еволюцію політики розширення ЄС і зміст Копенгагенських критеріїв у контексті переходу від формальної відповідності до оцінки інституційної спроможності держав. Визначено роль України в системі європейської інтеграції та особливості її прискореного шляху до членства в умовах воєнного стану. Досліджено вплив війни на реалізацію реформ, включно з одночасним ускладненням їх виконання та підвищенням пріоритетності ключових змін у державному управлінні. Розглянуто інституційні механізми переговорного процесу, зокрема скринінг законодавства та виконання рекомендацій Європейської Комісії. Обґрунтовано, що ефективність інтеграції залежить від спроможності державного апарату забезпечувати імплементацію acquis ЄС. Наукова новизна полягає в обґрунтуванні критеріїв членства як інструменту оцінки інституційної спроможності держави та ролі фінансових механізмів ЄС у темпах виконання євроінтеграційних зобов’язань України. Запропоновано концепцію «екстремальної інтеграції» як поєднання переговорного процесу, реформ і функціонування держави в умовах війни. Встановлено подвійний вплив воєнного стану на реформи та визначено значення Ukraine Facility як інструменту одночасного відновлення та стимулювання змін. Визначено стратегічну роль України в архітектурі європейської безпеки та Політиці розширення ЄС.The thesis presents a a comprehensive analysis of Ukraine’s fulfilment of the European Union membership criteria in the context of the transformation of EU Enlargement Policy and the intensification of security challenges in Europe. It examines the evolution of EU enlargement policy and the substance of the Copenhagen criteria, with particular attention to the shift from formal compliance towards the assessment of institutional capacity. The role of Ukraine within the European integration framework is defined, alongside the specific features of its accelerated accession path under martial law. The impact of war on the implementation of reforms is analysed, including both the increased complexity of reform delivery and the heightened prioritisation of key changes in public administration. The study also considers the institutional mechanisms of the negotiation process, in particular legislative screening and the implementation of European Commission recommendations. It is substantiated that the effectiveness of integration depends on the capacity of the state apparatus to ensure the implementation of the EU acquis. The scientific novelty lies in substantiating the membership criteria as an instrument for assessing the institutional capacity of the state, as well as in defining the role of EU financial mechanisms in shaping the pace of Ukraine’s fulfilment of its European integration commitments. The concept of “extreme integration” is proposed, understood as the simultaneous conduct of accession negotiations, implementation of reforms, and functioning of the state under conditions of war. The study identifies the dual impact of martial law on reform processes and highlights the significance of the Ukraine Facility as a mechanism that combines reconstruction support with reform incentives.
